I would like to make a feature request concerning what is likely the core Eclipse code.

Would I just put it in bugzilla with a subject title "Feature Request: Core" or would I go somewhere else?

Yes, bugzilla is the right place but you should use a more concrete
summary. If you tell a little bit more about the feature we might tell
you against which component to enter the request.
