Problem with german Babel language pack for eclipse [message #869935]

Hello there,

ive installed eclipse on Ubuntu 12.04. It is set to english by default, so I downloaded the babel language pack to translate it into german.
That worked and it runs complete in german now.
My "problem" is that everytime i start eclipse the package is downloaded again.
Its empty, so i cant unzip the file but this zip archieve is downloaded everytime and that starts to get annoying so i wanted to know if sb here knows this problem already and if u have any suggestions for me.

This sounds strange. Please file a bug report if you can reproduce this.
