I'm not sure; this looks like an inconsistency in the specification.
allInstances() is defined on the OclAny type, and the specification
doesn't indicate that it would be static. All of the examples, though,
illustrate what looks like static invocation but doesn't use the '::'. It
looks more like an operation defined by the TypeType metaclass.
