I have a fresh install of Eclipse 3.1 running on both my home computer and
work computer. If I try to download Visual Editor through the software
update feature in Eclipse it complains that "Visual Editor (1.1.0)
requires feature 'Visual Editor (2.1.0)' or compatible". Is this a known
problem? Exactly what other plugins do I need to install to use VE?

That's actually a problem with the update manager. It is actually
looking for EMF 2.1.0, but since it doesn't have an update site that
contains that description it used the current update site name (which is
VE).
