It looks like the .deployables is a staging area for packaging. Is this
correct? Should it be cvs or svn ignored?

Yes, indeed. This is an area for build artifacts typically used by
publishers (akin to bin for src).

I've opened bug 94602. Since the user can't change the name or
location of the .deployables folder, I think marking it to be
ignored should be done automatically and not be left to the user.
