So, ten years later has anything changed? I did a search on these eclipse forums and only found this thread. Why no certification test? I was a team member for a vendor that creates test for their own products. It took about 5 Subject Matter Experts about 6 weeks, part time. I have got to think this idea has come up in the past. Was does it not go anywhere? No volunteers? No money?

There is a very old bugzilla discussion of it, https://bugs.eclipse.org/bugs/show_bug.cgi?id=241372
You could try to resurrect that discussion (which, by the way, is assigned to the foundation's Executive Director), or perhaps bring the topic up on the Eclipse Foundation forum where foundation staff members are more likely to notice it than here.
