I have problems to start a local current Eclipse installation.
Possibly its because Eclipse and Java are not the same bit style 32bit vs 64bit.

How do I find out the current encoding of the local Eclipse installation (=if 32bit or 64bit) WITHOUT starting it?

Perhaps check out the eclipse.ini file in the installation directory? For example, my 64-bit installation for Windows has this line in it, which indicates the version:

--launcher.library
plugins/org.eclipse.equinox.launcher.win32.win32.x86_64_1.1.200.v20110908-1331
