I thought I'd run this by you before I reported it as a bug. I think that I probably don't have something configured correctly.

When I try to go through the SWT tutorial and I'm instructed to go to Import>Plug-in Development this option appears to be missing. As a result, I'm unable to complete the tutorial.

You need to install the PDE feature. Go through Help->Install Software.

In the Import wizard, search for 'Plug-in' and you should get the option
you are looking for.
