Hi,
I had the exact same error message a few days ago, even though the maven application showed that it was installed. I, too, am a newbie to Eclipse, so take my advice with caution.
My particular solution to the problem surfaced when I realized that I had installed Eclipse in the /opt directory as root. (This is Linux Ubuntu.) I deleted everything, and then re-installed with me as being owner of the program. Everything has worked smoothly ever since. Another option would be to install in your home directory.
Again, this is just my brief experience after just a few days of frustration and wanting to go back to NetBeans.
If you post the version you installed, and what exactly you were attempting as a plug-in, other sages with actual experience may be able to provide further insight.
