If you create a default "Dynamic Web Project" and use servlet spec 2.4
they generate web.xml which is has such BUG

If I use servlet version 2.3 there is no such problem.
So any comment from IBM / Eclipse developers. Please, does it means I
have to use Tomcat 4.1 only or I have to use 2.3 servlet version (but if
I do servlet withard doesn't work correctly and I edit web.xml manually)

The schema file you're referring to is no longer available at that
location because the developerWorks project hosting it has closed. I'm
working on tracking down the project owners to find the status of the file
and to get the link updated.
