The org.eclipse.equinox.http.registry.servlets extension point implies by
its name "servlets", with a sequence of "servlet" items that you can have
lots of servlet items in one servlets. However, there is no cardinality on
the servlet sequence in the servlets extension point schema. I assume that
this should be 1-*, and I can enter them manually in the plugin.xml, but the
extension point editor won't allow it (unless I do it manually).

Paul,

Modifying the schema does not change the implementation. It only accepts
one servlet.

You might want to try the patch from:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=176319
