I have a requirement to write a server-based App that runs via a browser. I need an IDE that is drag and drop like VS so I can place and operate GUI components, but I would like to do this in Java. Will Eclipse JDT do this for me?

No, JDT doesn't support this.

There is WindowBuilder (http://www.eclipse.org/windowbuilder/) but that
is for Java GUIs. I do not recall any open source tool for this, but
commercial tools like IBM RAD and MyEclipse etc probably have what you
are looking for.

Posting this on newcomer newsgroup, maybe someone will have more
information there.
