What would be the best approach for having different people from different sites work on the same project?

I have setup a MySql database and we have found that it is extremely slow for people on remote sites to open projects on our site. Could/Should we setup a database on their site and try to somehow sync the databases? I'm concerned we may overwrite each other's work this way...

Could we maybe have each person work on individual external modules and then have someone merge the work into one project? Would it be better for us to use a repository than a database approach in this case?

I'm looking for any ideas that may help us decide.
