How to programmatically register a view [message #723460]

I'm wondering if there is way to programmatically register a new view or if I create a a viewpart, can I get it added so I then apply menu items to it.

My problem is that i have view that can occur multiple times but the menu items are dynamic based on the specific content. org.eclipse.ui.menus does not seem to support view secondary ID, which would be my first choice.
