Eclipse can not install ANY plugins [message #709703]

Whenever I try to install a plugin I get the same error and have been unable to find anything to help.

I am running Windows 7 (64 bit)

'Installing Software' has encountered a problem
An error occurred while collecting items to be installed

Connection reset

I have turned off all firewalls and even turned on DMZ for the computers IP...
I reinstalled both my Java 6 and 7 Java EE JDKs from the Oracle site.

Im not sure what else to do.

Run Eclipse with a 1.6 JRE and not a 1.7 JRE. I suspect you run into

Maybe this is a dumb question but how do I change the JRE that eclipse runs with?
