When I try to build a new XML file by File/New/Other/XML File, I keep getting the error in the Console - "Error in an XML file: aborting build."

The file has the following in it :-
<?xml version="1.0" encoding="UTF-8"?>

And when I hover on the red-x over the file, I get (1) Premature end of file & (2) "Error parsing XML:No element found"

This error continues even after I have entered some valid code in this file.

I have attached the screenshot of the same.

Can you give an example where you have valid code but still the same
error? (I'm surprised the wizard would create an invalid file rather
than prompting you for the namespace and name of the root element.)
