I need to change the right click behaviour on the diagram.,

"In case any object in the diagram is selected, a right click in the background
of the diagram will not change the selection and therefore come up with the
context menu of the selected object. In contrast to that right-clicking any
other object will change the selection and bring up the context menu of the
newly selected object."

as stated in the bug, how do we implement it?

This is an issue that we are currently working on; it needs to be changed inside the Graphiti framework. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=323037
