When I do an install into eclipse I get multiple of these messages in the log:

Why does P2 keep trying the same site that is refusing connections?

Why is this site refusing connections?

A little more Information:
The error above is from an Eclipse 3.6 install. I have seen this on Eclipse 3.7 also.
