It appears that the download page is down right now:

http://download.eclipse.org/birt/downloads

I get the following error:

-----
Forbidden

You don't have permission to access /birt/downloads on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
