Starting with 3.7M6, we see the following several times during headless builds of our RCP product:

apitools.generation:
[eclipse.gatherBundle] [Fatal Error] :1:1: Premature end of file.
[eclipse.gatherBundle] Generating metadata for ..
[eclipse.gatherBundle] [Fatal Error] :1:1: Premature end of file.
[eclipse.gatherBundle] Generation completed with success [0 seconds].

We did not see this with 3.7M5.
* What do these mean?
* Are they serious?
* Any workarounds?
