Maybe you should take a look at Mantis [1].

Depends on what you mean by 'lighter', but there is the personal version of Jira
as well:

Hi Sean,

You can also try the Industrial SQL Connector and set up your own little
database, like Derby (included) or mySQL (diy)

You can have comments and attachments as well.

There is free FogBugz available too:
http://www.fogcreek.com/FogBugz/StudentAndStartup.html

No need to setup anything... it is hosted version.

Foglyn connector works fine with it. (Feel free to mail me to get free
Foglyn license for student/startup edition of FogBugz)
