Hi,
You haven't provided any details about the eclipse version you are using. The error clearly says that its not able to connect to the repository.
After reading your post, I had tried installing the CFEclipse plugin in my Eclipse installation and it was installed propoerly without any problems.
I am using Eclipse Helios Version. I had gone to eclipse and tried installing the plugin from the update site :-
http://cfeclipse.org/update
Also about the network connection, i am not using any proxy server, hence my Network Connection was set to "Native". And it installed without any problems.
Their is also a wiki link for installing CFEclipse which you can refer:-

If you are using any proxy server, then may be you will have to change your network connections to "Manual" with you proxy settings done in it.

I am not sure what was your actual doubt in that statement. If you didn't get what is a Proxy Server, they are mainly used by companies for network security and other purposes. They use a proxy to connect to the internet. If you are using internet from office then you must surely be using a proxy server.
If you are using the internet from home, then you would not be having any proxy servers.
About changing the settings to "Manual" (only if you are using proxy servers, it is not required if you are using internet from your home.):-
In Eclipse, go to Window-> Preferences ->General -> Network Connections (Or you may directly type proxy in the text filter given). For "Active Provider", Change it to "Manual". And for Manual you also have to do the setting for the "Proxy Entries" for "HTTP" , "HTTPS" and "SOCKS".

I tried installing the same plugin in my eclipse installation(same version) and its getting installed properly.
