When using STS to create bundle projects and deploy them, the bundles get started properly. However, if the same bundle (name and version) is already in the repository, Virgo always uses the bundle in the repository instead of stage. Since the developer needs to test the changes to the bundle, it makes more sense to have stage having STS. Is such precedence intended behavior? Thanks.

I believe this is the way things work today. You may like to raise an enhancement request to record your requirement.

Meanwhile why not take the bundle out of the repository while you are developing it?

Yes, this workaround does work but is not quite scalable to a larger number of developers. Let me file an enhancement request.
