Bottom panel doesn't allow maximize anymore? [message #657765]

I updated to 3.6.2 a couple days ago, and I think I'm seeing a difference in the appearance of the "maximize" panel menu option. My bottom panel (below the editor view) has a "Minimize" and "Restore" menu option, but no "Maximize" option.

All the other views have a "Minimize" and "Maximize" option.

However, I noticed that I'm currently in the "Java EE" perspective. I tried switching to the "Java" perspective, which physically changes no views at all, but it does make the "Maximize" icon appear on the bottom panel.

When I switch back to the "Java EE" perspective, the Maximize icon disappears again from the bottom panel.
