Hi,
lpg.runtime.java is needed by OCL and Acceleo needs OCL so yes.
If you want to use Acceleo with Maven or Ant, you can use those links:
1- A blog post from me showing a step by step guide to build an Acceleo generator with maven: here
2- An open source UML to Java generator that I've created. It contains all the necessary files to build it with maven (download the source, then "mvn clean package" and you have a nice update site ready to go). You can have a look, fork it and even contribute to it if you want: here
3- The Acceleo 3.1 user guide on the Obeo Network with the documentation dedicated to the integration of Acceleo in an Ant or Maven based workflow: here
