Unable to import Launch Configurations [message #653928]

I'm using Eclipse 3.6.1 with several workspaces.
I've created a few External tool configurations with complex commmand lines that I would like to use with projects in other workspaces.
I can use Export to export these launch configurations, but in the other workspaces, Import just won't allow me to import them.
I select the directory they are in, and it doesn't show anything to import.

When you're editing a Launch Configuration, look at the Common tab,
where you'll find an option for storing the config file in a "shared"
location. I usually put them in a directory inside the project and then
check that in to source control with the rest of the project files. That
way, whenever the project is checked out into a workspace, those
launches will show up automatically.

While that is useful information, it doesn't seem to have anything to do with my question.
WHY can't I import a launch configuration that I exported from another project.
