Combine "New", "File" to one icon at toolbar [message #652698]

To create a new file, I click the "New" menu, then the "File" icon.
Is it possible to combine the two steps by clicking one icon at the toolbar?
i.e. create my own icon at the toolbar for creating a new file.
I use Eclipse Java EE IDE for Web Developers
Version: Helios Service Release 1
