Is there a setting to retain the last comment in the Commit dialog?

The last ones should be available via drop down.

I would like it to remain in the comment textbox to avoid all the extra clicking.

That's not possible. The only other thing you could use is the keyboard
(Ctrl+Tab, Down_Arrow).
