Another case of VE not showing up after installation [message #614828]

I'm having the same problem that several others have had with VE not being
visible in Eclipse in 3.2. I'm running on XP Pro SP2. I've tried updating
all my features but it hasn't helped. The error log does not show any
errors from Eclipse startup. Although I'm currently interested in getting
VE to work, in general, how does one debug installation problems like this?
