Cannot find a plugin to add it in a dependency [message #606217]

I created a plugin.I installed the org.eclipse.gems.dsml plugin to my eclipse and i can see that it is successful installed from the "About Eclipse SDK" menu.
BUT in my plugin i cannot find this plug in at the dependency tab of the manifest file to add it,because it depends on that.
What happened?

I saw that i cannot add any plugin from the dependency tab that is unsigned.But it is the GEMS plugin (http://www.eclipse.org/gmt/gems/) and i need to add it in my dependency list of my plug in.How could this be done?and why GEMS plugin is unsigned?
Any help or suggestion?
