Hi,

what do you think of adding a page in the New Diagram Wizards for
selecting (when relevant) between Model and Package for the root element
of the UML file. In fact this page exist in the NewUMLModel of EMF Examples

AFAIU from UML specs, I think that the use of Model would be better
some times.
