getPackageFragmentRoots does not return dependent workspace plugins [message #593760]

Hello,

javaproject.getPackageFragmentRoots() returns the dependent jars, source
roots and the dependent platform plugins but not the dependent plugins exist
and open in the current workspace.

Is this the expected behaviour or am I experiencing something unusual here?
