On the branches page, I can create and checkout branches, but I can't seem to figure out how to delete branches that were created. Is this functionality implemented, if so, how do I use it?

At the moment it is not possible in the EGit UI to delete branches.You need
to install native Git (e.g. msysgit on Windows) to do this.
