There are 2 plugins, PluginA, PluginB. PluginB is dependent on PluginA.

Are you sure you wanted to post this to "eclipse.tools.pdt" (which is
about the "PHP Development Tools"-plugin)? Your question seems to be
related to developing plugins (not developing PHP), right?

The "Plugin Development Environment"-project (PDE) doesn't seem to have
its own newsgroup, but Rich Client Platform is probably the right one:
eclipse.platform.rcp
