To tell you a good news, I found a very successful commercial product named CooCox CoBuilder, which is based on the Eclipse platform.

CooCox CoBuilder is an embedded development platform based on internet and component, specially for ARM Cortex-M3 chipset. All of the boot code, periphery libraries, drivers and os are seen as components, user can take building-block approach, automatically selects reliant components.

Although still in the 0.4 version, compared to other embedded development tools, it has been great, especially for a novice, you will find to create a simple embedded application is so easy.
