"Web Application Project" missing [message #556236]

I am running Helios, and trying to create a new "Web Application Project". But this option does not exist on the File->New menu. I am using the Java EE perspecitive. Even when I reset back to its original setttings, still no "Web Application Project" to select. Any recommendations? Thanks.
