The feature of completing "${" as "${ }" works fine in jsp editor except typing "${" at the end for a jsp file.

Is it a bug?

If it's like that, yes it is! :-) You may try to search in
bugs.eclipse.org and, if you don't find anything related, you may open a
new bug report.
