I have searched all over the place and the only way that I can see for
localization of cheat sheet is to recreate the content xml in a
different language and to put it in the right location ($nl file structure).

I must say that given the fact that cheat sheets are much more than only
text, the XML represents a declarative DSL for cheat sheets, that
localization should be supported directly within the format.

I tried to use the same localization strategy that is being used with
the manifest and plugin.xml file but that doesn't seem to work. That
would have been the easy and obvious compatible choice to localize this
other PDE XML file.

So, what am I missing here? Am I the only one looking to localize those
files?

This is sound use case. Do submit an enhancement request and even better - a patch! :)
