If using Eclipse 3.0.1 or 3.1.0, open Window > Preferences then select
Install Update > Automatic Updates, and set a schedule for cyclic checks.

To be honest, I'm not sure if this actually works with 4th-part builds
(such as 2.1.0.I200410061234), but it will at least notify you once the
next release build is available (2.1.0).

Thus, if Automatic Updates doesn't work for 4th-part builds, you can
always point your RSS reader (or just your browser) at:

http://download.eclipse.org/tools/emf/updates/site.xml

and check manually to see if a new build is listed.

(oh... and note that in order for site.xml to be compliant with Eclipse
UM, it's not really RSS... but it is well-formed XML. So, caveat emptor.)
