No, because when a bug is closed, it is no longer open/unconfirmed/assigned.
You'd only see a staircase if bugs were never closed. Hopefully we're a
little better than that :-)
But it is true that any report will be just an approximation. Everything to
do with bugs - even whether something is or is not a bug - represents a
judgement call by human beings.
