In eclispe 3.5, is there a way of getting java refactoring to also work
on .jsps? I'm referring to if I use the built-in refactoring functions
to rename a method or variable, I'd like it to propagate to my jsp
files, as well as my java files.

There are so many bugs regarding refactorings in JSPs that I would say
"no, it's not possible to make it work in Galileo".
However the good news are that I'm seeing a lot of progress in this area
for the next version of WTP! You may have a look to Bugzilla for bugs
marked as fixed for WTP 3.2 and/or try a 3.2 milestone build for Eclipse
3.6 (Helios):
