Removal from dropins folder deactivates plugin [message #498645]

Our 3.5 product (built with p2.gathering=true) has a dropins folder that responds to new versions of our plugins. However, once dropped in, removing the plugins from the dropins folder does not reactivate the original product plugins. In fact, the original plugins become deactivated and do not appear in lists of plugins, etc. -Clean and -initialize don't seem to help, either.

Any idea how to resolve this? Additional diagnostics?
