I am not sure what I did change, but maybe someone else had the same problem and managed to resolve this issue:

when creating a p2 repository (using buckminster) and using the p2 installer to create an installation of my rcp, the launcher's file name will be of this format: "my-rcp.exe.exe", i.e. the launcher's extension is ".exe.exe" instead of just ".exe"

the pde product export works as expected

What does your .product file say for the launcher name?
It could be that you have "my-rcp.exe" there. Maybe just putting
"my-rcp" will get the results you expect.
