Ideally it would be nice to see a storm warning on: 'The Eclipse Weather
Report Site'.

If you are pretty sure it's the infrastructure (as opposed to P2) you'd
log a bug under "EclipseFoundation", "Community", "Servers" such as this
one:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=286742

I don't know what that is, but suspect that if something was known to be
wrong (to update a weather report site) then it'd be just as well to
fix it. But, if you wanted to open a feature request, someplace under
EclipiseFoundation, Community would be the place (perehaps "website"?)
