Adam,

a) Given that Eclipse UML2 resources only contain semantic elements, it
would seem a bit of a stretch to transform them to SVG format. I think it's
possible, however, to save a diagram in SVG format using UML2 Tools
(Michael, can you confirm?).

b) Providing support for DI is a goal of the UML2 Tools component of MDT
(see https://bugs.eclipse.org/bugs/show_bug.cgi?id=161575). At this point,
however, a version of the DI specification based on UML 2.x (and MOF 2.x,
XMI 2.x) is still under revision...

In order to save diagram in SVG format use action "File->Save as Image File..."
and choose SVG in "Image Format" field of the dialog.
