Is it possible to make the Help > Help Contents command open an
arbitrary URL in the default Web browser rather than the usual two-pane

Is this for an RCP application? If so you could simply not include the
help system and write your own menu action which created a dialog
containing a browser and open it to the URL of your choice. If you are
based on the Eclipse Platform then I don't see a way to do it without
modifying the source of Eclipse.

Is this for an RCP application? If so you could simply not include the
