I've tried to use CruiseCOntrol but the setup effort was huge when
taking into consideration how PDE does it's product build and export and
how to automate it. I'd love to hear recommendations (for free or paid
products) and best practices.

Parabuild takes 3 minutes to install and 10-15 minutes to the first build. It is free for open source projects. I beleive RCP qulifies as such.

CruiseControl is somewhat of a defacto standard for doing continuous builds. However, continuum (http://maven.apache.org/continuum/) will work with both maven and ant build files, so you can set up your server using that as well. You have to launch it via a shell script that emulates ant but runs the Eclipse antRunner instead; I've made eant.zip available from http://www.rcpapps.org/EclipseCon2006/ where I presented a tutorial on automated builds and continuous integration tools.
