Does anyone know how to make top level shells on
Mac OS X?

I am not sure I understand what you mean.
Just use a regular Shell.
If you are looking for something with its additional carbon menu bar items,
check how it is done in org.eclipse.ui.carbon

Thanks for the reply. I'll read org.eclipse.ui.carbon
then...

A top level shell stays on top of all the other
windows in the screen. That means, you can have
an active window other than that top level shell...

Any idea?

check org.eclipse.update.ui for an exmaple fo aplugin that start a "top
level" shell and gets in your face until you close it.
Forget about the carbon ui stuffs for now.
This are refinements for the apple menu.

Bob, you can easily get it on Windows by unzipping the RCP delta pack on top
of your install.
This should not disturb your windows stuff and gives you access to all the
platform specific plugins at once.
