I wanted to know if it is possible to change the color or the thickness of
the border for widgets that support SWT.BORDER style can be changed. I am
trying to make a wireframe which has a header, body and a footer and I was
wondering if it was possible to create this without writng a custom widget.

You can't. The border is drawn by the operating system and is platform and
widget specific.
