in plugin_customization.ini if i use an external url for my update-policy
everything is well:

org.eclipse.update.core/updatePolicyURL =
file:/home/arne/Eclipse/TestUpdateSite/updatepolicy.xml

but the update-policy-file ships with my plugin, so the URL has to refer
to an internal path in the jar automatically created by the export wizard:
TestPlugin_1.0.0.jar/updatepolicy.xml
how do i correctly specify the url in my plugin_customization.ini so the
file inside the archive is found?
